This is somewhat anal on my part...

Are we getting hung up on differentiating a clearance as opposed to the actual procedure as performed in any airspace whilst under the IFR?

Other than that, it’s just an expectation. The onus is still on the pilot to report visual before ATC is permitted to clear a VSA.
You have not flown into WLM then.

New Zealand has a very similar system to EASA then, the wording is nearly identical. Visual approaches are requested and approved very frequently into smaller runways..the big airports are often loathe to give you one if traffic is heavy. The rules state to make visual approach at night you need the runway lights in sight..that’s all.

I have a long dormant casa atpl and I agree with everyone above who says the Aussie rules were written by someone with no common sense and who hates trees

Oh and there’s no distance requirement either..if you’re 60 miles out and can see where you want to go, ask for a visual and you’ll probably get it
