Australia & NZ Air Carrier Certificate for foreign nationals?
Out of curiosity- if a foreign investor purchased an already established small aviation company in Australia or NZ that offers tours or flight instruction under part 135 and 91 could this investor maintain ownership and continue to offer services to the public?Are foreigners eligible for holding air carrier certificates(might be called different in New Zealand and Australia but you know what I mean) and if so are there any limitations to what they can do with it?

There are no restrictions on foreign ownership of an aviation entity in Australia, except the designated national carrier, which must have a fixed percentage of Australian ownership.
But there are other requirements which must be met, including FIRB approval.
