Morning fog is very common in Wamena (reported to be the case here) and while most don't push it in, there have been some notable exceptions. In 2008 a BAe146 attempted a low level partial VMC circuit and ended up cresting a 500 ft hill on the opposite base leg. A handful of BAe ATPs and 737's in the interim have at least planted themselves on the runway.
So yeah, weather was a factor, though not the cause.
