Not really, how about the contractor doesn't pay his subbies. Ops normal in the building industry. Hardly the fault of the "owner"///

From the news item;

"While Built Environs has launched a multi-million-dollar lawsuit against the airport authority — blaming the operator for delays that held up the project for more than a year."

'Built Environs' seems to be the 'master contractor' to the airport authority (Lease Holder) and all of the 'others' are 'subbies'.
