The full response betrays the hand of Sir Humphrey Appleby - 46 pages of a Yes Minister script. I can just hear Sir Humphrey intoning the meaningless "In such a complex environment the Government expects the regulator to be firm but fair in how it conducts its role." Complex indeed - it's a great word that every bureaucrat should be familiar with and use often, particularly for obscuring incompetence.
All this, and no concrete result. Lots of "in principle" agreement, and even when there is full agreement, there are so many caveats that it is totally meaningless.
