Believe that the ILS will be for RWY 14, not 32.

Men and hand tools operating to the RWY edge is quite common at all airports. Given that the LOC and GP are well away from the RWY edge, why would you think it was ILS works?

Similar ATIS at Cairns, back in the good ole days, used to refer to men "with tools in hand".

Men with tools in hand

Men with tools in hand are allowed up to runway side strip with only frangible (easily breakable) objects. Often electricians working on lights Papi's etc. mowers are too big.
Only allowed on one side of the runway.
Glad you like our men with tools it was more fun putting it on with the computerised voice.......
