Had the discussion with my capt, we are coming from north (julim 8a) and rw 3 is used, we used the circling minima ,but its quite high. Any thought and reference would be appreciated,

by the look of it, if rwy 03 is in use and the weather anywhere near circling minima, chances are they will lower the cranes so published s-i minima can be used.
otherwise just use circling minima for it, or another runway (06?)

Practically speaking, the crux of it is:
Special Alternate Mimima not available - for planning purposes.
If the weather goes to pooh, cranes will be lowered and published minima will be available.
No biggie.
