Cessna has a Pro Parts maintenance deal, where I gather you pay a per hourly fee for for scheduled and non-scheduled maintenance, similar to power by the hour for engines.
My question is do these programs work well for purely private owners who may only do 100 hrs a year or are they more suited to high utilisation charter aircraft. The pro parts literature says a minimum 150hrs per year is charged.

Some do and some don't. Some programs have minimum hours per month and some don't. It also depends on the aircraft. A new flap motor may cost $40K - $240K so it depends if you want to self insure or not. Most of the programs don't allow for bird strikes and other things... always check the fine print.
