AIP entry for Benalla?

The AIP entry 14 November 2013 for Benalla seems to have become a bit confused:

LOCAL TRAFFIC REGULATIONS
1. RWY 08/26 and 17/35 for use by gliders and tugs/tailskid ACFT only.


No reference there to left and right runways and you have to read further down to discover this applies to parallel runways marked by orange gable markers.

It's the same arrangement at Tocumwal but that entry correctly differentiates left and right.

Why are they written differently causing possible confusion and why no consistency?

Just saw the current Notam now deletes Note 1 in Local Traffic Regulations
