Do all operators comply with CAO100.5

Can someone explain to me why REX does not have to comply with CAO 100.5 in relation to testing airspeed indicators??? I was also blown away to find out that testing of engine instruments was not a requirement for ADinst 9 when it was relavent.
For instance, no engine instruments have been checked IAW manufacturers specs apparently, since REX has been operating. Surely this is not correct, surely I am being sold a pup here????

Arnold,
Last time I noticed, all Class A maintenance programs were subject to CASA approval, if such basics are missing ??? what is CASA doing ??? (That was a rhetorical question question)
