Because you already closed the throttle to simulate the failure (at low level).

But seriously, I don't think it means you have to pull the prop back first. Even if it is, small increments won't result in a high MP/low RPM combo that will cause detonation. It's just telling you to utilise those two particular controls to set the zero thrust. (Remember the manual is a "dummy's guide".)
