Where did you track that down ? Certainly hadn't seen it before. Perhaps a more general dissemination might have influenced some recent asy training mishaps in Oz ?
Centaurus good find, pity the document doesn't indicate who the authors were. Good commonsense approach to how to best limit the risks in a training environment, pity this wasn't actively promoted/doctrinated across the ATO, FOI and META instructor fraternity. As JT alludes, it may have saved a few lives!
It appears that there is no CASAcoms issued beyond 01/04/2009, does this mean that they are no longer issued?

Some of these 'advisories' are very good, shame if this CASA initiative has been abandoned....not that I personally knew about them till Centaurus posted!

While I have no issue with the contents ( the UK CAA has a range of excellent publications, and their approach to re-current checking of IRE/TREs leaves us for dead --- all too often literally) I always question the CASA preference to studiously avoid quoting the copious good advice and wisdom contained in numerous FAA publications.
Still the best publication in AU, for light twins is, in my opinion, Russ Evans "Understanding Light Twin Engine Aeroplanes".
Remember to 90/90 rules, you can reduce the risk of asymmetric training by 90%, and still get 90% of the value of the training, if you carefully follow the guidelines in the subject CASA doc., Russ's book, or the FAA equivalents.
