Only if 24 years ago counts as ‘not all that long ago’.

When the Civil Aviation Act came into force on 15 June 1988, section 12 said:
12. (1) The Minister may give the Authority written directions as to the performance of its functions.

(2) Directions as to the performance of the regulatory functions shall be only of a general nature.

(3) Particulars of any directions given in a financial year shall be included in the annual report of the Authority for that year.
Original Civil Aviation Act: Civil Aviation Act 1988

Back then, there was no Board.

Then a Board was introduced.

Then the Board was abolished.

Now the Board has been reinstated.

All of those changes were made to improve CASA’s governance, of course.

As an example of how Government works take the revelations that came out of the 4 corners 'People Smugglers' investigation last night, 04/06/2012 i.e. "Smugglers Paradise":

....media inquiries of the relevant ministries..that is the Minister for Home Affairs, Minister for Immigration, Attorney General, PM etc. These Ministers then circle the wagons and defer to the AFP i.e. they carry the can and defend the interests of the Ministers!

This government agency then mans the water cannons and areas of risk (possible breaches like the drawbridges or overhead hatches) and put out the following spin:

People smuggling is a very serious crime and the Australian Federal Police treat it very seriously.
Since September 2008, 14 alleged organisers have been arrested which includes five organisers who have been sentenced to up to seven years imprisonment and the other alleged organisers are before the court.
The most recent arrests occurred in March this year when four alleged Australian based organisers were arrested.
The AFP does not confirm or deny who it does or does not investigate.
The AFP works collaboratively with foreign and domestic law enforcement partners to combat people smuggling in the region.
The AFP takes this crime type seriously and is committed to targeting those who organise, participate in and benefit from people smuggling activities in Australia and overseas.
It would not be appropriate for the AFP to comment further on operational activity, intelligence and methodologies as it may jeopardise ongoing matters.
The AFP assesses all information on its merit in relation to possible investigations into people smuggling.

This hopefully quells the masses concerns and provides a necessary diversion, while they mount a counter insurgency plan....and so it goes till Government declares business as usual!
