Freelance

Is it possible for, say, a UK company to set up a register of freelance pilots to be available world wide? If so how would the licencing work? Could I contract out a freelance pilot with a British CAA ATPL with a particular type rating to work in another country on that type without a licence in that country on a short term basis? The pilot would be paid and taxed in the UK. The UK company would invoice the overseas company from the UK.
