ATPL with lapsed MECIR

ATPL with lapsed MECIR

Hi,

CASA ATPL application form checklist stated that:

- "Applicant holds or held an Australian Command (Multi-Engine Aeroplane) Instrument Rating"

If my MECIR has lapsed for more than 2 years since initial issue, can I still put in my application for ATPL without having to renewal the MECIR?
