Scanners on Airliners?

Scanners on Airliners?
May seem like a dumb question, but, what is the official deal regarding SCANNERS (not Tx, just Rx), like a hobby uniden scanner or something - on an airliner?
For eg, can I program relevant freq on scan, pop it in my bag with headphones on, and listen to a/c and atc chatter on my flight?
Im assuming some law somewhere will say you cant, BUT thought I would check anyway!!

Same as any other electronic device. Off for take off and landing.

but no transmit or reception functions are allowed.... so negates the exercise.
I did enjoy the function with United on a domestic flight where one of the radio channels was the of the IFE was linked to Comm 1 on the flight deck. Chicago Ground was intense, I don't think there was any readback and the controller did not appear to breath between instructions

Does that mean that the flight attendant I saw on the Qantas A380 using a remote control car driving around the kitchen area wasn't doing the right thing? Heaven forbid!
