Is that even possible?

I have this (probably naive and stupid) idea about starting up a certain 'flight service' but there are so many questions to be answered...

First of all, does anyone know where I can browse through the JAR-OPS documentation withouth paying for it?

Second, what exactly are the privileges of the CPL. If I, say, rent a plane and fly from A to B, can I bring passengers along and get money for it? Can I legally advertise for that?

I learned that flying commercially in a SEP is illegal in most countries over Europe but if your flying privately there is no restriction, right?

Say that I do such a private flight with a wet leased plane with paying pax under IFR, are they insured?

Basically is it possible to set up a private air taxi with a SEP?

Please don't give opinions, but state facts, so I can asses wheter I'm dreaming or I can make something work, maybe...

Here you have all ICAO DOCS... but I dont know if they are last versions.

By the way, you need to create an Operator, with AOC and everything... and a company.. to pay taxes etc....

Well the thing is I'm trying to avoid the hassle and cost of an AOC by flying privately. There are loopholes because other charter operators also fly SEP commercially... I just need to find them :P
