Part 66 Down Under.
Looks like it is here to stay, like it or not.

Some of the responses to the concerns raised by experienced engineers leaves me with an impression that this has been rail-roaded through. Seems like a massive step backwards for Australian air safety.

This is called dumbing down the industry so that the employers can get one legged, Indian tradie who cannot speak a stick of English on a 457 visa and call him a LAME with no proper checks and balances.
It is called lack of training and forethought by the airlines (disguised as globalisation) and is F$$KING THIS COUNTRY FOR OUR CHILDREN.

this has been in the works since before i came to this country 7 years ago
Canada has had it since mid 90s (easa was the joint aviation authority at the time) and it works damn fine
keep in mind it is meant to be used in conjunction with part 42,145 and part 147
experienced engineers and informed engineers are usually 2 totally different things
time to catch up with the rest of the world - kicking and screaming if neccessary
and ALIDAD have you actually read the regulations????? don't sound like it- you still need to hold a casa issued license and type ratings to certify a return to service at the bare minimum (not withstanding the requirements the company you work for may add when 145 comes into effect) that part makes the immigrant on the 457 visa ineligible
145 organizations are going to have to have an operations manual call it engineering procedures manual, MCM, or even a technical operations and control manual (tocum) they are all the same - an APPROVED manual that must be adhered to or you pay penalties, this manual will cover anything and everything- from what aircraft data is approved for use - to requirements for an individual to to be issued a certification authority - to how the aircraft paperwork is filled out - and the internal audit procedure to make sure that all the 'stuff' in the approved manual is actually being done as per - i can go on ad infinitum
i have worked at a major airline using this system and it works well, read the rules and remember there are the laws (what you will do) and the standards (how you will do it) they go hand in hand

In my experience, by and large the most objectors to Part 66 and it's predecessor CAO 100.66, come from GA. They dont understand the system (don't want to in many cases) and believe it doesn't apply to their "way of doing things". It will of course work. It just means a mindset change. Of course no one likes change.
To be fair CASA has been much less than forthcoming as to how the transition will work until the last couple of weeks.
Connaught is correct, this has been coming for a long time. Many "ostriches" thought it would never happen.
Time to get over it and join much of the rest of the world!
