ATPL Performance and Loading Question

Hi,
I have a question relating to the Take Off fuel procedures on the B727.

To start, a couple of quotes from the AFT notes which is confusing me.

1) Remember that anytime the total fuel load exceeds 15924kg the Take Off and first 3629kg of fuel always comes from tank 2.

2)Since the Take Off and first 3629kg of fuel is always burnt from tank 2 at quantities greater than 20,600kg.

Bit contradicting this information

My question,

Say tank 1,2,3 have a total of 17000kg fuel loaded for Take Off.

Do I burn approximately 1000kg from tank 2 then switch to tank to engine feed when tanks 1,2,and 3 have the same amount of fuel in each?

Or do I burn the first 3629kg from tank 2 regardless?

Ignore the notes - the blue 727 POH is the bible.
