YMMB Notams

Hi Guys

Could someone explain something for me. Why isn't this located in YMMB's NOTAMS when it occurs at an inbound reporting point? Could possibly be on ATIS instead?

Technically as the activity is outside the MB CTR, issuing as Melbourne FIR is correct, particularly as checking both location and FIR NOTAMs is required for flight.

If only issued as Moorabbin, those not entering the CTR wouldn't know about it.

It probably should have been issued as both Moorabbin and Melbourne FIR.

Whether it was put on the ATIS as well is a call for MB ATC.

Perhaps because the NOTAM was only Melbourne FIR, they didn't know about it either

So do I have this right?
Despite the recent bushfires someone wants to release 600 incendiary devices to the wind to see what happens.
Is that the plan?
