coming from lasiorhinus(sitting right next to me):
Yes.
Avalon isnt a suitable altn for weather considerations given how close it is, however for any other considerations, including fog in most cases, avalon would be a great altn to melbourne. Otherwise somewhere like albury would possibly be better if it comes down to weather issues. Because of the proximity to melbourne, weather affecting one will probably affect the other. (but right now, avalon looks lovely, compared to melbourne)

If it's an international op, you need prior approval from CASA
From the Australian AIP:
2.3 Alternate Airports to International Airports
Avalon
Customs, Health and Immigration are provided
to coincide with approved flights only. Avalon
Airport must not be nominated as an Alternate
unless approval has been obtained by the operating
airline from the Civil Aviation Safety Authority
Albury, (as suggested by Pyro), is not a widebody airport !
