Twin endorsements?
Hey
Does anyone know, can an ATPL holder without an instructor rating give someone a PA31 endorsement if they are endorsed themselves and have around 1000 hrs on type? Or is an instructor rating always required?

Yes they can, but will be required to submit an application to become an APPROVED PERSON to gain the authority to conduct training under CAR 5.20 and CAR 5.21 to CASA (and then be approved) to do so.
They will also (Usually) have to do it under the umbrella of someones CAR 217 organization.

Thanks for the info wiz. Have you been through this process before, or do you know how much effort it will be to get the approval?
Would it be better/easier to just go to a flying school and find an instructor who is endorsed on the PA31?

It's not a real drama at all. make the application, wait and usually they want to see some form of MOI (method of instruction), then they approve it.
If its for an initial, they might want to see some form of training curriculum, but other wise its a pretty straight forward process.
Would be quicker to go to a flight school that does the endo though. you would be assured of a pretty thorough endorsement if you go to one of the better schools.

While the above is true, you also have to validate the reason for acquiring the approval. ie remote area requirement training in conjunction with the endorsment.
I would suggest that you'd need pretty good justification and credentials for an initial endorsment. Further the pilot receiving the endorsment would also need to be well regarded.
Finally, the endorsing pilot needs approval for each candidate and the department will not automaticallically approve all submissions, though we haven't had any knockbacks yet.
As Wiz said, it may be easier to get the endo done at an approved school.

ZEEBEE has hit the nail on the head.
Just having an ATPL does not entitle you to doing an endorsement, it just partially qualifies you (under 5.21), nothing more, it still relies on the good graces of the FOI tasked with the request.
From my experience, unless the FOI has flown with you recently and thinks highly of you, no chance.
