ASIC for CPL

ASIC for CPL
Is a current ASIC required to be awarded a CPL?
I see on checklist for CPL on the CASA website:
"Applicant holds a current ASIC/AVID card or has had a recent Background Security
Check. If ASIC is not a CASA initial issue ASIC card, please supply a certified copy of current ASIC." http://www.casa.gov.au/manuals/regulate/fcl/form741.pdf
I have held an ASIC in the past but it expired in January and I did not renew as I have been flying fairly sporadically and didn't want to spend $180 when I may not use it.
On that same form is also says: "Applicant has a current English Language Proficiency Assessment, or application attached"
Can CASA really be that bureaucratic as to require me to take an English test when I obviously can speak it fluently??
Two years into the ASIC fiasco and it's still rubbish.

i think u only need to do the english test if u go for another licence or renewal. its nothing, the CFI who did my CPL did the english test while he asked me the CPL ground q's
only need an ASIC if ur gonna operate at an airport with RPT
