Its either Kremmling VOR out of service- or what is most likely: RLG Automated Guide-in Docking System out of service.

And, though nearly 80nm west of Denver airport, presumably included in the ATIS because it's used on the Rockies 5 departure, and the Powdr 1 arrival.
