Foreign ICAO Pilot Obtaining FAA ATP
Hello,
I'm trying to help my ICAO licensed FO obtain his FAA ATP and I haven't seen this exact scenario. We'd appreciate your assistance.
He flies commercially with an ICAO certificate as an FO on a Global Express.
He passed the FAA ATP written last year before the new deadline.
He is scheduled for recurrent on the Global Express at CAE Dubai this Fall and CAE Dubai has FAA Designated Examiners available
Is it possible and what steps must he take,so that he can go to recurrent, take more training and then take an FAA Type ride on the Global so he walks out with a FAA ATP with a Global Type?
Must he go to the US and get Validated/Verified first?

He'd need a 1. class medical FAA and a minimum of 1500 hr total time.

First off, as a foreign national he must have TSA clearance before beginning FAA simulator training. The next step is that he must enroll in the appropriate FAA ATP Type Course for the aircraft and meet the requirements. He might be able to get into the short course if he has time in type as SIC or PIC. He cannot use his SIC recurrent course to get a US type rating. While there will be duplication of many ground school modules and sim profiles, they are separate. CAE sales would have the different courses available. I don't think it will be very cheap. PanAM will be much cheaper but I don't think they have the Global and don't expect much from them in terms of real training.

First of all I would be very leery of any advise I got from schools like PanAm. After all they are in the business of selling training.
Your FO already has the ATP written passed. So he does not need to comply with the new FAA ATP training requirements. These requirements only applied to the knowledge exam. He will need to meet the time requirements of the regulations. Check with CAE and the TSA. He may need to get fingerprinted and have a background check done.

He won't need a medical for sim training.
He's going to CAE Dubai? Then talk with them and ask them what their requirements are. They are a 142 school and have a set of approved programs, your F/O will have to complete one of them.

In FAA speak you can only convert a Canadian license to a FAA certificate. The FAA will issue a private certificate to the holder of private or higher foreign license without a checkride. And the FAA will issue an ATP to the holder of a foreign commercial with the required hours or to the holder of a foreign ATP, allowing them to use their foreign license to fill the requirement to hold a commercial certificate.

Hmm,
I have done my FAA ATP during my EASA recurrent for the Chally in Dallas.
Just needed the TSA and written ATP. Did an extra Sim Session for the FAA Sim Check and before the SIM Check I did an Oral. And then I received my tempo ATP and Upgrade Curricullum.
Can't say about the 1500hr, I have more.
But anyhow, ask CAE, espacially for the extra costs. I had to pay mine as well.
