FAA SE Instructor, IR and MEI rating

Can anyone please suggest cheapest and quickest place to do FAA instructor rating in state? Any help would be greatly appreciated.

I know of a cheap place bit they can't issue visas. PM me if interested.
And for the record, they are called CFI, CFI-I, and MEI
