Seaplane Rating in Norway

The norwegians have a long tradition of Seaplane flying, and i was wondering if its possible to use a JAR Seaplane Rating in Norway as I had heard that you also need to sit a local Norwegian CAA exam in Norwegian to be able t fly?
Any ideas?

Rumour has it that you can fly here for one year, with PPL priveligies only, though.
