I was ince on a flight To Dulles (IAD) with a bunch of Annapolis cadets. They all had 3 ribbons. ho-hum, it’s their Navy, their DoD, their train-set

Pretty sure that's a stock picture of civvies at a flight school, given the various standards of dress (absence of hats on desks is a red flag too), so more than likely name tags rather than medal ribbons.
