PA verses FRI
If a chap was to accept the FRI at IPP, would he then be ineligible for transfer to PA spine/FTC(A) for 5 years? I've heard different things from different people.

I would be VERY surprised if any RAF JO was entitled to apply for the FRI without a PAS offer being on the table (or already accepted.)

You need to have accepted a PA pay spine offer BEFORE you can apply for the FRI.
Here's an interesting question though: what if someone accepts PA, thereby loosing their 38pt option, but then PVRs aged 37yrs and 6 months? Will they still transfer onto the PA spine on their birthday as planned and do their last 6months on full pay? Or will the PA offer be declared void, in which case does their original exit date on their 38th birthday get reinstated? Just stirring! |
That's very odd, because, as I understand it, FTC(A) people (RN version of PA) are not eligible for the FRI at all, only the FTC people are.

My understanding is that although you accept the offer you don't become PAS until your birthday so you won't get the last six months on full flying pay as you are not PA.

If you have had PA offered and you accept then you are eligible for the FRI as well.

Having been really sad and read the Admin Instructions for both the RAF and RN the 2 Services are poles apart in their interpretation of the FRI3.
The RAF states that the recipient must have accepted PAS to be eligible whilst the RN specifically states that the FRI is for personnel who have not been offered FTCA. Indeed the RN instruction precludes anyone from accepting FTCA during the 5 Yr continuation of Service. Either both Services are implementing it differently or one Service has got in wrong. |

As the regulations on pay are meant to be the same across all 3 services, which is the definitive one and are there grounds for representation particularly if the RAF version is correct?

Lynx or Lynxi? Anyway, why would you need FRI if you were on PA - thought you have to serve 5 years to reap the benifit so were not going anyway - confirm GB Ltd is broke????

Pa vs FRI
Having a large number of aircrew on PAS PES or FTCA is one thing, they can opt out of service at any time. The FRI guarantees service for the period stated, this allows for manning plots to be managed better, knowing when individuals can leave, might leave, can't leave. The benefits of this can be seen at Apachemanning.com or B!:rolleyes:
FRIs are contentious, but for the treasury it is exceptional value for money.:D |
