Military aircraft. Some fatalities it appears from first reports.

Eleven Colombian military personnel are missing and six injured after a helicopter crashed in the southeast of the country during an operation against guerrillas, the army said today.The Blackhawk helicopter was carrying 17 military personnel when it went down. The armed forces high command did not reveal whether it was shot down or an accident.
I will hazard a guess that some of the seats, if not all of them, were not installed. From my memory, Blackhawks usually have two pilots, two crewmen, 11 seats for troops (US Army Configuration). The Colombians may have a different seating rig to get more people into the back. (Anyone familiar with their set up?)

This report says nine fatalities.
