I wonder if Charles is presenting them.. 
Unsurprising in and of itself. The relationship between rank and level of award is even written into publicly-available policy.... page 4A-1 (page 43 of the PDF)

Perhaps something that should change???? The other awards seem for the first time I can remember, to be more or less rank unspecific
