F-16C of the 18th AGRS 'Blue Foxes' / 354th FW, Eielson AFB, AK. As already noted, it's an 'Aggressor', and wears non-standard camo...

Looks like the final reason not to buy Tamiya's 1/48th F-16 kit has just crumbled.

What’s on the pylons?

Apart from AMRAAM, tanks and a sidewinder.

Range debrief / aggressor stuff? One looks like it has small lights?

CATM-120 on the wingtips, ASQ-T50 TACTS pod under right wing, ALQ-167 and CATM-9M under left wing...

It is called BDU (Battle Dress Uniform) splinter.

There is also an Arctic and Blue Splinter scheme.
