E4B/E6/C-32B replacement is a NEAT idea
Laughingly popped into the 'Hall to see NECAP turn up today (in support of POTUS visit to G7 summit) so here are my photos (below). Also come to think about it, the Pentagon is looking to replace E-4B, E-6 and C-32B with one sole platoform in the future.
In short the procurement program is called NEAT.....

Back to the future
Re the E-6B Mercury replacement, the recent war zone article says the navy may want a return to the prop EC-130Q days as there is a requirement to operate from austere locations.

Remember Henry Ford say ‚you have any color you want on your car as Long as it’s black‘ well in this case the NECAP replacement could be another 747 airframe ...

And the factory that made the 747 skin panels no longer exists (one of the reasons why Boeing decided to pull the plug).
The demand for 747 freighters is high enough that aircraft are not getting retired until they are well north of 100,000 flight hours - hardly viable for replacing aircraft that likely have fewer hours.
