Because that would make the squadrons meaningless, with a loss of identity. Not all of a Squadron staff are parcelled up into flights, and those Squadrons that don't have any ground-crew of their own would be a silly little group of a few people called a Squadron.

Don't be silly. Numbered units of the military have never indicated total quantities, and good luck proposing the disbandment of No. 617 Squadron...

The RAF currently has 44 flying squadrons. Most of those are equipped with very modern aircraft as well.

Sorry to bring facts to the party.
