Decision Making
I am assuming that the F15 pilot who was scrambled to the incident at SeaTac would have had a decision to make, with a lot of built up area not an easy one I would imagine.

Where to fire, when to fire, surely the guy who is actually firing the weapon has the final decision even though orders have been issued.
