Agreed, Lonewolf - they are basically A models, but with much Israeli input.
However, in the US, the B model was claimed (not without some scepticism) to have achieved IOC with the USMC in July 2015. The first A 'basic combat readiness' was not declared until August 2016.
I think the less said about the "internal gear meshing of the MoD", the better!

I think you would find that Israel could, first of all, see a military need for an F-117-type, Day-One or Day-One-Minus, stealthy LGB-dropper.
I also suspect that they were willing to walk away if they didn't get the ability to do the following, in addition to some fat offset deals:

The IDAF is a fully functioning combat force and don't waste time [and money OP's] on not getting themselves organised unlike the west that thinks it's OK to spend a few years reaching an IOC..

Litening 5 is available now and probably better than the Advanced EOTS that might deliver in 2023. There was much talk about the USMC expressing an interest in a pod for some missions, a couple of years back, but the idea was shot down on the grounds of cost (and it would be bad for the jet's image).

Except that "policy" is not the same as orders, which is what you said.
Policy is that 48 F35B will be ordered prior to SDSR20 (standfast whatever comes out of NCSR), at which point decisions will be made on the balance of the 138 that it is current policy is intended to be our total order, subject to confirmation at SDSR2020.
Depends entirely on the context of the question. WRT QEC, the answer 138 would mean 138 F35B. Which would upset some people.
