Has the MoD or the Government changed significantly in its processes or attitudes? Then no surprise why it hasn't changed
I mean, they've moved the deckchairs a lot, but politicians still care about getting re-elected first and foremost, senior civil servants want their knighthoods, and they all know largely f-all about the devil in the detail. They hate being corrected by someone who's right when they are wrong, so such people get shuffled sideways or out, not promoted.
