The P-1 has also drawn attention from Europe.
The plane was a major point of discussion when Japan and Britain held their first "two-plus-two" meeting of foreign and defense ministers in London in late January.
Britain has shown an interest in purchasing P-1s, as reported by DoD Buzz, the U.S. defense news website. This interest comes as relations between the West and Russia deteriorate.
"The cooler relations get between the West and Russia over the Ukrainian crisis, the more robust Russian military activities near Europe's borders become," a European diplomatic source said.
"In waters near Britain and Nordic countries, movements of suspected Russian submarines are on the rise," the source added.
Given the circumstances, Britain may be trying to build up its anti-submarine patrolling capabilities in earnest for the first time since the end of the Cold War.

I'm mean, we would never have foreign subs of an unfriendly global power sniffing around in our waters would we?

Context......
Bannock
Firstly, cheap shots (i.e. name calling) on an anonymous forum......... very brave and most mature, well done
I'm still not sure how I misinterpreted your 'context' but let's try to work it out shall we?..
If you meant by stating 'Crew Manning is a non-issue' to mean that Manning is probably as great an issue as any to a UK MPA/MMA project schedule then I stand corrected........
And, just to drop to your level for a moment

Looks like the Swedes have found something interesting in their territorial waters, possible a Russian "mini" sub. Unfortunately, from their initial inspection, things don't look good for the crew.

A Russian mini-submarine has been discovered at Swedish territorial waters not far from the Swedish coast. The submarine is about 20 meters long and three and a half meters wide. It is unclear how old the submarine is and how long it has been laying at the sea floor, but the Cyrillic letters on the hull indicates that it is Russian.
The discovery was made previous week by the Ocean X Team and Ixplorer.
– The submarine is completely intact, have no visible damage to the hull and the hatches are closed. Therefore do we fear that the crew have not been able to save them self when the sub went down, says Stefan Hogeborn, divers in Ocean X Team.
The submarine was found during an expedition where a camera equipped, unmanned mini-submarine of the model ROV, Remote Operated Vehicle, was sent down.
Swedish Armed Forces was informed earlier today.
Ocean X Team is now preparing for a new expedition, divers will be sent down to film and to investigate the submarine wreck more closely.
Ocean X Team has previously made several discoveries such as shipwrecks and historical objects, including bottles of champagne from 1916 and the circular of the Baltic Sea Phenomenon etc.

THE FOUND OFF THE COAST OF SWEDEN IDENTIFIED THE MISSING SUBMARINE RUSSIAN SUBMARINE
Mini submarine found by divers off the coast of Sweden is a Russian submarine “Som” disappeared during the First World War. This is related by “Lente.ru” military experts. The fact that the submarine found – “Catfish” in particular points to a part of its name. On one of the images visible sign of a solid used in the pre-revolutionary Russian language spelling.......
May 10 1916 carrying out patrols in the area Olandsgafa died in a collision with a Swedish steamer “Ingermanland”. None of the crew of the submarine – two officers and 16 enlisted men – did not survive.
"Som" = "Catfish" (early "Fulton")
The submarine "Fulton" was launched on June 2, 1901 at the shipyard of Louis Nixon (USA). On April 28, 1902.......
On April 28, 1904, the Neva factory, and a representative of the "Holland Torpedo Boat Company", signed a contract for the purchase the "Fulton" with delivery in a ready and serviceable condition without torpedoes at one of ports of the Baltic sea. On May 31, 1904, by the order of Sea department, this boat received the name "Som". She left America on the steamship "Menatik" under the name " the steam boiler " on June 13, 1904 and arrived in Kronstadt on July 1 to address the directors of the Neva factory. From Kronstadt, the "cargo" was sent to the Neva factory in St. Petersburg, where the accumulators and other mechanisms removed for transportation were re-installed. The re-assembly of the boat was finished on September 6. Lieutenant Trubetskoy was assigned as the commander of the boat. On September 26, the submarine "Som" arrived in B'erke-Zund, where the trial runs were carried out. The commission declared the boat as suitable " for a coastal defense ". On October 10 the submarine arrived in the Sea channel, where crew training began.........
In July 1915, "Som" was shipped on a railway car to the Baltic port of Petrograd, and then to a new place of basing - base Mariehami. "Som" repeatedly left on patrol at dawn, returned to base at dusk. On May 10, 1916 at 4 o'clock in the morning "Som" which was patrolling in the area of Olandsgaf, and was lost in an underwater collision with the Swedish steamship "Ingermanland". As the captain of a steamship has testified, he noticed a periscope, towering 1 m above the water, at a distance of 150 m. The boat went by on a parallel course, and then turned toward the steamship. Having decided, that it wanted to examine them, the captain stopped the ship. The periscope suddenly disappeared under water, and the boat struck the steamship below the waterline. The submarine was not seen again. In addition to the submarine, her crew - 2 officers and 16 bottom grades were lost.

A C-17 is a truck and thus doesn't require updating to match emerging threats.

We need to find out what antifoul the Russians are using. Going by the pictures in the article, It looks like it's only been down recently. There isn't a barnacle or a piece of algae on it.

Military vessels (which this is) are sovereign territory of the home nation, even after sinking. The divers cannot legally recover any parts of the vessel, nor enter it, nor salvage/raise it without the express permission of the owning nation.
Howard Hawkes?????.....
......Howard Hughes shirley?? (He of the long fingernails and cleanliness fetish). And the manganese nodule mining company.

Unless salvaged by Howard (sic) Hawkes and the USN presumably.

P-1 or P-8............... where would they be likely to be based ?
Plenty of room still at St. Mawgan with the Nimrod 404 hangar still available as far as I know. Cornwall Council would no doubt love to let the RAF have much of the base back to ease their ongoing losses of around three million pounds a year

P-1 sensor suite etc
Would the P-1 be sold to us with full japanese electronic suite? If so, how transferable will the technology be? I can see lots of difficulties and costs in training up British P-1 crews, given language and cultural barriers.
