It would be as well to have a strategy to 'deal' with those who could pose a threat to us, whether directly or by denying us reconnaissance and communication facilities.
The NATO "out of area" posture is as old as 1995, as NATO chose to do more than Article V and chose to be a deploying collective security organ.
I think Panetta is trying to see how far he can stretch the idea, given that NATO went further out of area to Afghanistan for what, 12 years now?
He's building on a slow but steady posture and attitude change within NATO, at the political level.
