I'd say, given that it has the word "TARGET" stencilled on the side, it's possibly a target.

I'd say, given that it has the word "TARGET" stencilled on the side, it's possibly a target.
A bit like the farmer who ploughs up a bomb, rings the police and says "you'd better get the bomb squad here urgently as it's dangerous, it's got I N E R T written on the side of it."

Interesting indication of a change in perceptions ......

........ a few years ago it would surely have been called a "bomb", a "missile" or (given the prominent "Navy") perhaps a "torpedo".
