Figure 16 in the manual shows a really simple wing sweep solution that was clearly too simple for the Panavia boffins.
Only one w/s actuator would have meant savings in weight, cost, time spent rigging and, possibly, a broken window
.

Under the same instructions Riskman has posted two posts up they have the model of the WSO / Nav carrying the bags..... It's more accurate than I first thought. 
The received version [HQ 1 Group Bawtry Filthy Song Sheet as issued by AVM Mike Knight c. 1982] goes:
Hitler has only got one ball*,
Rommel has two, but very small,
Himmler has something similar,
But poor old Goebells has no balls at all!
Other versions substitute "The other is in the Albert Hall" for line 2, ex-Queen's Medical Centre Nottingham.
* apparently true ....... monorchism, or perhaps an untested descendicle
