I know it may have been decided by the French side who may have lost something in translation...but doesnt this sound like this is a bunch of guys contributing toward a very large spliff?

Its nothing new...
Many years ago I was part of a unit called the "Joint Trials Unit" and the signs outside Ops saying "Keep off the grass" was taken by some as an excuse not to do any work.

Any chance of a link? Without context it doesn't sound too outrageous:
Combined = Multi-national
Joint = Multi-Service
So a unit made up of personnel from more than one country and more than one service.
