ELC for PPL at Benson

I've read on another post that the rules on using your ELC to do a PPL may have changed recently and I was wondering whether that applies to Techys aswell or just aircrew.

The TD staff at Benson told me last year that I couldn't use my ELC for PPL unless: I'm breveted aircrew, just about to leave the RAF or it is essential for the RAF that I do my PPL.

If anyone on PPrune knows of a way that I could use my ELC to learn to fly and can offer any advice, I would really appreciate it.
