Do you mean that, at a distance, he thought he could make big cuts. However, when he got into the detail, he discovered that it was rather more complicated than he first thought and is having a change of mind now he is more educated?

I'm only a young'un, so what do I know, but I reckon spotting a mistake before you make it and calling it out is a pretty decent step.
A bit of pressure on Dave and George won't go amiss either.

Is a leak a good thing or a bad one?
No leak, Cameron saves Defence - great leader.
Leak, Cameron saves Defence - great SecDef.
Leak, Cameron screws defence - strong leader - SecDef resigns.
No leak, Cameron screws defence - resolute leader - SecDef resigns.
If defence was saved and there was no leak there would be nothing in it for Fox. In all other cases SecDef would score brownie points.

Maybe the pillocks in Procurement and/or the top brass are getting worried. The chainsaw has to come out and heads will have to roll. CX the ridiculous Joint/Spliff fighter, get rid of the Nuclear subs or make sure we have sole control, cull a few thousand of the top brass together with their "grace & favour" homes (& prohibit them and those who follow from joining BAe or any other defence contractor for two years), slash 2/3rd's of procurement, buy something French to keep the US and BAe in a listening mood and stop starting bloody wars.

Yes but they wouldn't get to see a letter like that to Dave; It would have to be one of the Perm sec's mob in private office. I imagine the distribution list would be fairly small unless he forgot to log off his puter and the cleaner sent it to the DT. Now that would be ironic. So maybe the MOD Plods limited number of brain cells may be able to cope...but then again no.

SofS may not have copied it to the NSC, however I would be surprised if the likes of CDS, VCDS, PUS, CAS, CGS and 1SL to name a few didn't receive a copy. As such the private office/outer office staff of each would have seen or been able to access it. I hope the MOD plod will be interviewing the staff in No10, its possible someone in No10 could have leaked it as well. However I'll be amazed if the MOD plod find who leaked it. If you don't want it leaked don't put it in writing, next time walk over the road and have a short chat.
