It is a very good programme, born of the 2008 "The Nation’s Commitment: Cross-Government Support to our Armed Forces, their Families and Veterans" Defence Paper.

Although tacked on at the last minute, and only done so because of the Crunch:
"The Government will seek to remove residual discrimination against them and their families when trying to access financial products, particularly when they are serving overseas or living in single accommodation. It will also continue to work with the Financial Services Authority to improve financial awareness amongst Service personnel."
The person leading the tri-service response from Whitehall is a Sqn Ldr.

Part of the reason behind the programme to ensure financial independence and stability, is because its now recognised that pro rata, so many more ex servicemen become homeless or fall foul of the law, than do civilians who have never served in HM Forces.
