I was going to say that Sir Keith Park has already got it http://www.london.gov.uk/fourthplinth/plinth/future.jsp ; except that it seems to have become more of a “top of the pops” statement than a memorial.

Why can't we just leave it 'vacant' for absent friends?

Do these petitions actually ever make any difference? I've signed lots and all that ever seems to happen is that some anonymous civil servant writes a patronising response on behalf of the PM saying that nothing's changing...

Sir Keith Park's statue is, as agreed with Westminster Council, (the real masters of that part of the world!) to stay on the plinth for six months only. Of course, only if uncle Boris agrees too!
That one is in fact a fibre glass replica of the bronze version that will be permanently situated in Waterloo Place off The Mall. That will happen on September 15th 2010 - the 70th anniversary of the BoB.

There was an interesting post in Jet Blast that the people complain and complain about the state of things but actually don't do anything about them. In their day people would be in the streets protesting.
I wonder if the petition website has been a means to remove the drive to protest and be heard thinking that signing the petition is enough...thread digression I know.
In answer, it could be good to have a memorial to match the Elisabeth Cross as such.

The trouble with leaving it empty to symbolise absent friends is that, I fear most of the great unwashed wouldn't "get it".
It's a bit too subtle for them.
