Afghan War Crimes?
If, as the daily rags seem to forecast, the Northern Alliance decide to execute/massacre all foreign (non-Afghan) Taleban fighters, will they be guilty of war crimes? Can we then expect to see Northern Alliance leaders arraigned alongside Slobodan Milosevic? What will be the West's reaction. Answers on a post card please to the UN War Crimes Tribunal!

I am not sure that international law on the conduct of warfare applies to internal, tribal warfare. Perhaps some legal eagle could advise?
I tend to agree with Richard Perl, who suggested that it might be convenient if the "external Taliban" were taken prisoner (what is left of them) by the N Alliance and subjected to "local justice" in accordance with tribal customs.

The Yugoslavia precedents should apply - Slobo and some of his opposite numbers are currently awaiting trial for similar behaviour, and hopefully Tudjman is frying in hell too...
