Hope the chap in the middle has done the H&S course for climbing that 3 foot ladder, and has his hi-vis vest and traffic cones with him. According to the UK police authority it can be dangerous if not done properly.

Perhaps an alternative caption could be:

"Lancs police send in a team to change the speed advisory smiley face road signs."
