Who says that making a fuss in public doesn't work?

BBC NEWS | UK | Army chief welcomes troop support

I am glad to see that the Service Chiefs are making inroads by putting the pressure on publicly, rather than just in meetings with Ministers. It's not whinging, just an effective method to get what the Services need and deserve.

Mainly because they are being ignored in those "meetings with ministers".
