F-22 for Sale?

I'm obviously behind the times:

Since when is the F-22 for sale to a foreign airforce??. Oz would probably like to get some Raptors, but are they available??

The phrase 'some missions manned, some un-manned' struck me - are they talking about different airframes, or an optional radio control ?!
